Pre-Application Conferences
Per the Unified Development Ordinance, a Pre-Application Conference (PAC) is an established part of the development process. By attending a PAC, applicants will be able to better gauge the expectations and requirements for a proposed project. In addition, Town staff will be able to better evaluate particularities of a project in relation to applicable standards. While comments received during the PAC are informal and non-binding, they will assist in preparing projects for a formal TRC submittal. These meetings are free of charge.
Pre-Application Conferences are typically scheduled two weeks in advance on either a Tuesday morning or Thursday afternoon. You may schedule your Pre-Application Conference request using the Town of Clayton's Online Meeting Scheduler.
You will need to upload a preliminary sketch or site plan before completing the online request. Attachments should be .pdfs only.

What to Expect
Pre-Application Conferences are held remotely using Microsoft Teams. This allows you to meet with Town staff from the convenience of your own work location.
The purpose of the Pre-Application Meeting is to offer applicants an interdepartmental staff review of preliminary or conceptual design applications. These meetings are intended to provide a better understanding of the Town's permitting process and, through early consultation, troubleshoot project issues for potentially complex development proposals.

Fees
There is no cost to applicants for a Pre-Application Conference with Town staff. However, due to high demand, we highly encourage you to schedule your conference as early in your project phase as possible.
Please remember that comments provided are informal and are not binding. Meetings are not hearings and/or public meetings, and the Town takes no formal action.
Submittal Documents
For application types that include a Site Plan, subdivision, or Concept Plan shall require the applicant to provide a generalized sketch. The generalized sketch should include the following information:
- North Arrow (required)
- Drawn to scale
- Layout of existing and proposed streets (required)
- Proposed lot layout (required)
- Proposed building(s) location
- Proposed parking areas and means of ingress/egress
- Existing environmental conditions (i.e. floodplain/steep slopes/ wetlands/streams etc.)
- Riparian buffers
- Existing public or private easements (required)
- Number of proposed lots or units and/or square footage of nonresidential uses (required)
The attached file should not exceed 1 page for the site plan and 1 page for architectural elevations (if any or provided). If multiple sheets are provided staff may reject the document.
A site plan can be as simple as an aerial image with boxes drawn on it showing your project or as complex as a formal drawing prepared by a professional. The goal is for you to communicate your project in as clear, informative manner as possible, so staff can provide you with the best guidance for your project's success.
Pre-application meetings are only required for certain application types. To learn whether a pre-application meeting is required for your specific application type, please review UDO Section 2.2.1.
