The Planning Board advises Town Council on rezonings and other development related items.

PlanningThe Planning Board is also responsible for the final decision (to approve or deny) on major site applications for new development projects, such as new retail uses, restaurants, apartment buildings, or commercial buildings.

The Board helps to ensure proposed development does not adversely impact the health, safety, and welfare of Clayton, assuring the protection of the Town’s character and providing high quality development. Decisions are based not just on the ordinances, but on resources such as the Strategic Growth Plan and other adopted documents, as well as project-specific information such as traffic impact analyzes or housing and marketing studies. Following their review, the Board provides a recommendation to the Town Council to assist them while making a final decision.  In addition to this, the Board makes decisions about requests to allow a "conditional use" - a use that could potentially have negative impacts on surrounding properties, but with the right circumstances could be an allowed use.  The Board also decided whether to grant variances - deviations from what the Town's ordinances allow.  In these instances, the Board serves as a "quasi-judicial" board, which means the Board's power is above that of the code enforcement officer, but below that of the court system.
