New Parking/Loading Zone Added on E. Second Street in Downtown Clayton


Safety is the top priority as the Town of Clayton moves forward with eliminating parking and creating a No Parking/Loading Zone along the south side of E. Second Street in downtown.

A crew from the Town’s Streets Department on Feb. 22 installed signs in front of Town Hall and The Clayton Center as a “No Parking/Loading Zone from 8 am-5 pm, Monday-Friday.” The new loading zone, which extends from the end of the angled parking in front of Town Hall to within 30 feet of the Church Street intersection, will be striped later this week.

E. Second Street between S. Fayetteville Street and Church Street has long been a safety concern for the Town. The narrow width of the roadway, coupled with high traffic volumes during business hours at Town Hall and other local businesses and during drop off and pick up times for the Horne Memorial United Methodist Church preschool, do not allow for two-way traffic or emergency vehicles to pass. The Town’s Horne Street parking lot project also has diverted additional traffic to Second Street.

At the request of Town Council, Town staff met with local business owners and church representatives to discuss ways to minimize impacts of the new No Parking/Loading Zone. Council approved the final proposal at its Jan. 19 meeting.

As part of the project, the Town will also stripe an additional parking space in the small parking lot between Horne Memorial UMC and The Clayton Center for handicapped parking.

The parking restriction on the south side of Second Street is Phase 1 in improving the traffic flow along this corridor. Once the new zone is in place, staff will evaluate its effectiveness and will consider how the new Town Hall parking lot, which is estimated for completion by June 15, affects parking in the area.
