Developers invited Friday to Second Process Overview Breakfast


Thank you to everyone who came out Friday, July 27, for the latest informational gathering as the Town of Clayton steps up effort to communicate changes, updates and communication regarding development in our community! We hope to have more of these information sessions with the development community!

Changes include: 

  • New phone number to call for inspections requests: 919-359-8717
    • Leave message by 4 p.m. with required info
    • Calling staff directly will not be considered official request
    • eSuite inspection requests will get preference
      • eSuite changes with NWS, update soon
  • All inspections that are scheduled will be ready for an inspection by 8:00 a.mon the scheduled date
  • All canceled inspections must be canceled via the inspection request line no later than 8:00 a.m.on the scheduled date.
    • Re-inspection Fees will be applied
  • Beginning September 1st, 2018 we will be eliminating the 4th and 5th pre-apps of the month.
  • Pre-apps will only be on the 1st, 2nd and 3rd Wednesday of the month at 1:30 p.m.
  • Pre-apps must be scheduled by the Thursday prior to the date of the requested pre-app.
  • Project Application cover sheets will now accompany all project applications. These are to be completed by the applicant before submittal.
  • These forms will be available as a part of applications online, and hard copies in the Planning Department.
  • Applications will not be accepted without a completed Project Coversheet.
  • Plan requirement checklist within the application.
  • New applications and plan requirement checklist will be available August 2nd.
  • All August 1st submittals will use the current applications and anything submitted on August 2nd and after will use the new coversheet and application/checklist.
  • Beginning September 1, 2018 there will no longer be a grace period if an application is incomplete. It is recommended than an applicant have staff review their submittal before the due date.
  • Applications must be submitted with a Project Coversheet.
  • All applications will be checked for completeness within 1 business day.
  • We will notify applicants of incomplete applications and they will be returned to correct and resubmit for the next review cycle.
  • Quasi-Judicial applications will proceed directly to Town Council beginning August 1st. Planning Board will no longer make recommendations on these applications.
  • Planning Board will now also serve the duties of the Board of Adjustment, beginning August 1st.
  • TRC will now be held on the 4th Wednesday of the month(Starting with September submittals).
  • Final plats will proceed to TRC for review.
  • All applications must be TRC certified by all departments prior to proceeding for final approval or board review.
  • Johnston County Schools, Stormwater and NCDOT attend the TRC along with multiple internal TOC departments.
  • Engineering Review Applications/Checklists
    • Fee due with application
    • Incomplete submittals will not be accepted.
    • 20 Business days 1st review
    • 10 Business days follow-up reviews
  • Required Changes due to SL 2017-138 (HB 436)
    • No longer “Acreage” and “Capacity” fees
    • New fee methodology based on Meter Size
  • Required Changes due to SL 2018-34 (HB 836)
    • Commitment of Flow” will not be provided until
      • Subdivision: Final Plat recorded*
      • Non-Subdivision: Building Permit Approval*
  • Zoning Compliance and Building Permits will be combined into one permit/process for new construction.
    • Fences, accessory structures, and new businesses would still fill out a separate zoning compliance permit.
    • Payment will not be due until the permits are approved and ready for pick-up.
