Library Board

The Library Board is an advisory board that is made up of representatives appointed from five members from within Town Corporation Limits and five others from from the broad representation of the service area by the Town Council. An ex-officio member of a board or committee is one who is a member of the board or committee by virtue of holding some particular office in the Town. Regular members shall be appointed for three (3) year terms. Vacancies occurring for reasons other than the expiration of terms shall be filled for the unexpired term only by the legislative body responsible for original appointment.

The board serves as the advisory body for the Library Department and the Town. The board serves as a liaison between the Library Department, the Town Manager, Town Council, and members of the community. The board consults with and advises the Library Department, Town Manager, and Town Council in matters affecting library policies, programs, personnel, finances, and related issues.

Regular quarterly meetings shall be held by the board and are open to the public. Please call (919) 553-5542 for the meeting schedule. The annual meeting shall be held in July and its agenda shall include a review of goals and the election of officers.

DUTIES

The Library Board assumes the following powers and duties:

Formulate and adopt programs, policies, and regulations for the operation of the library.
Make recommendations to the Town Manager concerning the construction and improvement of buildings and other structures for the library system.
Make recommendations to the Town Manager for the care of the library system's facilities.
Advise the Town Manager concerning the appointment of a Chief Librarian or Director of Library Services.
Establish a schedule of fines and charges for late return of, failure to return, damage to, and loss of library materials and to take other measures to protect and regulate the use of such materials.
Participate in preparing the annual budget of the library.
Advise the Town Manager on library matters generally.
